This would be very interesting. I think the important thing here is that it could be distribution of individual tiddlers _not_ of TiddlyWiki documents. Then tiddlers could be assembled from all over the place. However, I think it misstates the situation if you say non-server. There would still need to be a local service everywhere that tiddlers are that would identify and share out local tiddlers to the rest of the world, and make tiddlers in the rest of the world available locally.
