it can be used to do what you want??

If you want to add/delete tiddlers or tags I'd recommend Eric's

a bookmarklet (you don't have to install it)

or you can install http://mgsd.tiddlyspot.com/demo3.html#RenameTagsPlugin
if you just want to rename tags ....
