In Firefox, I get a file:/// URL much as in Windows. This gave me an idea, though: although TW doesn't seem to be acting like it's seeing the file as remote rather than local, I wondered what would happen with a TW where I have a simple login macro that explicitly shows the backstage upon correct login. This macro does backstage.init(); backstage.show(); ...upon login, and this works: voila, a functional backstage on the Android!
