Jero The Tiddlycosm does have unfinished artifacts, this is undisputable. But generally most plugins are more than adequately finished. I personally am astonished at the quality of the products created -- freely shared and without charge too!
When there are experimental features dependent on new technological standards its understandable that a developer doesn't want to resource features that she doesn't need. I think the Presi plugin depends on some new CSS. The word Tiddly means small to my mind, in the USA it might have other meanings. TiddlyWiki is unusual perhaps in that it is a project bustin' right out of England and seems to have a more Euro vibe about it than a US one. Tiddly is quirky and charming, non corporate.
