As you noted, the "basics" QuickStart document is using TW250. There has been quite a bit of work on the TWCore file I/O functions since then, and you should get the most up-to-date release of an empty TWCore distribution (TW265) directly from http://www.TiddlyWiki.com/empty.zip (includes current releases of empty.html *and* TiddlySaver.jar).
