That is quite weird behaviour. One pointer might be that Java includes "policy files" that can be used to grant (or deny) permission to applets from individual URLs. It's conceivable that one or other of the TiddlyWiki files you're working with have been granted permission in the past. The way to test this assumption would be to take the same files and put them in a different directory and rename them, and then try again.
