Hello Good catch ... it seems the domain name is expired. We have to wait until the owner will activate it again.
Meanwhile I have searched in my files to see if I had some local versions. Now you can find the Themes from TiddlyThemes here: http://tiddlywikithemes.appspot.com If TiddlyThemes domain does not come online again, I will further improve and maintain this TiddlyWiki (screenshots, new themes...git ) so it can take over the function from tiddlythemes.com (I will _not_ use a domain name on it).
