Using the stripped version you linked me to in the FCK editor topic what I 
found is that the plugin works fine.
All I had to do was add the missing toolbar button in the ViewTemplate, since 
(as in my deleted reply) as I suspected your view template isn't using the 
the [[ToolbarCommands::ViewToolbar]] slice command.

In your "ViewTemplate" I Changed:
<div class='toolbar' macro='toolbar fullscreen closeTiddler closeOthers 
editHtml +editTiddler > fields ↕ permalink references jump'></div>

To
<div class='toolbar' macro='toolbar fullscreen closeTiddler closeOthers 
editHtml +editTiddler > fields ↕ permalink references revisions jump'></div>

Which gets you the "revisions " button under the more button right 
by references, (Just as it would normally be) but you can place in other 
places if you would like.

After that just tag any tiddler you want to keep revisions of with 
"KeepRevisions" (With out the ""'s)
Once tagged after every new edit to that tiddler a copy of the old one will 
be saved as a revision and be available from the above button.

It has the revisions button added to the viewTemplate, and also the two 
config plugins that otherwise wouldn't let me edit anything deleted.
I also made a couple of Revisions to the welcome tiddler which is simply me 
adding the text "This is a revisions test" and than Deleting it, which made 
2 revisions 0001 - winch is the original and 0002 winch has my now deleted 
text in it.

As a side note: if you delete a revision and than make edits the next 
revision will save as the lowest number it can.
So if you have 15 revisions on something and than delete 0001-0005 the next 
revisions will be labeled 0001-0005 not 0016-0020.

I grabbed a new clean 2.7.0 and just hand copied the plug-in straight from 
Iaali's sample-1 Tw and it worked as it should.
It added the revisions button where it should and keeps Revisions for 
anything tagged with KeepRevisions... ><
