The "UploadLog" is simply a tiddler which can be deleted. It is written/made by UploadPlugin. I don't know how the UploadLog relates to the missing TestTiddler? Delete the UploadLog tiddler, Navigate to the backstage > Upload > A "Upload with options" dialog is opened. Untick the "do Logging in UploadLog (default: true)" option.
