Thanks for your response.  To answer your question, I didn't even see that 
button available when I unzipped it and checked the properties.  For 
further clarity, I am using windows that has a group policy items 
configured so maybe that ability to unlock has been disabled.  I suppose I 
could google that.  In the meantime I am just using firefox 19 with the 
tiddlyfox plugin and that allows me to save.  Before I added the plugin, I 
was getting the same error as IE9.  So what does the tiddlyfox plugin 
actually do.  Thanks again for your feedback.
