We just use TiddlyWiki with the TiddlyLockPlugin installed. Works for us, but there is a bit of "can you finish what you are doing so I can use the TiddlyWiki" going on.
One of the other things to do is to disable the "Click on tiddler to edit" feature so is doesn't get locked all the time unintentionally.
