One more attempt: I'm having the identical problem with
OS X 10.6.8, Safari 5.19 and the "assurance" from Java that it works. I've downloaded TW 2.8.1 Beta 1 to the downloads/empty: empty.html, TiddlySaver.jar and cannot open empty.html in Safari, but does in Firefox.
