Using Firefox 21.0. I attempted to upgrade a TiddlyWiki containing Japanese characters and it failed. Some error message about being unable to save, I can't remember and it's not really what I'm concerned with. You see I then foolishly tried to instead import all the Tiddlers from that TiddlyWiki to a blank up-to-date TiddlyWiki... They imported with corrupted characters * and* corrupted all the characters in the original TiddlyWiki which I had failed to backup...
There probably isn't any way to un-corrupt them, but let me know if there is...
