I could be understanding your situation, but it sounds like you're trying 
to install a plugin by downloading it first. That isn't the way you usually 
install plugins.

Usually, if everything is working OK, you click on"Import" in the backstage 
area at the top of your home TW file to which you wish to add the plugin. 
Then you type in the URL of the site from which you wish to retrieve the 
plugin. For instance "tiddlytools.com" Then you click on "open". After a 
few moments, a list of possible plugins will be presented. Select the ones 
you want by clicking in the appropriate checkboxes. At the bottom of the 
list (its a long list in the case of tiddlytools.com) click on "Import". If 
all goes well, the plugin will import. Now save your TW file. You may need 
to reload it to activate the plugins you've just added.

Sometimes this process doesn't work, usually due to browser issues. In that 
case, you can load plugins in a manual process. Find the plugin on the site 
from which you wish to borrow the plugin. Open the tiddler that contains 
the plugin. Create a new tiddler on your home TW. Copy the title, contents, 
and tags from the source tiddler to your new home (target) tiddler. 
Sometimes a tiddler plugin works with other tiddlers. You'll see that the 
source tiddler is tagged with something like "PasteUpPackage" or some other 
kind of package. In that case, you will usually need or want to create 
corresponding tiddlers for all the tiddlers identified with that package 
name.  After copying all the tiddlers over, save your TW and reload.

This latter approach should only be used if the first approach doesn't 
work. The first approach will let you form a link to the source document so 
that you can get updates to the plugins easily from time to time.
