I'm not sure I understand - if you want to be able to filter or modify the
list shown in the tag autocomplete dropdown you'd have to modify the filter
here:

Almost: it would take a plugin to define the field mapping and to override
the various templates and so on, and extensions to the filter syntax to
permit the other tag field(s) to be interrogated.
