I assume you use TWclassic.

As Stephan says: CSS is your friend.
He knows more about CSS than I do, but doesn't want to tell you ;)

If you inspect a link with the developer tools of your browser you see 
classes tiddlyLink and tiddlyLinkExisting.
tiddlyLinkExisting makes the link bold already.

So if you add these classes and a class linkColor, you get what you want:

<html><a class="tiddlyLink tiddlyLinkExisting linkColor" href="javascript:;" 
onclick="story.closeAllTiddlers();restart();">home</a></html>

Add to your Stylesheet:

.linkColor {
     color: white;
}
