The question here is: can you develop any modules that you might need? TWC,
having been around for so long, as a TON of plugins, and many of them are
top-notch quality. Some of them are still being developed. BUT, the
architecture of TWC is dated, which means learning to build plugins would
not (necessarily) apply to being able to build plugins for TW5. If you are
fine with the default functionality of TW5, then I would go that route.
There are some plugins, just not nearly as many as for TWC.

For example, I still use TWC at work, because it's finely tuned, and
customized with the plugins I needed. I don't have the time (nor the
knowledge) to replicate that functionality in TW5, at this time.
