The recommendation is NOT that you use text/css for ALL stylesheets. You can choose to use it for stylesheets that don't incorporate any wikitext features (transclusion and macros) - for those that do, you should continue to use the normal wikitext type. If you are working with wikitext stylesheets then it absolutely does make sense to use triple brackets to avoid areas being unintentionally wikified. The value of using text/css is that you avoid accidental wikification.
