The primary existing centralised resource for TiddlyWiki is tiddlywiki.com, and I'm keen to make a better job of it than we've managed in the past.
I'd emphasise that the content of tiddlywiki.com lives on GitHub, and so it's very easy for anyone to propose changes. For example, here's the HelloThere tiddler: https://github.com/Jermolene/TiddlyWiki5/blob/master/editions/tw5.com/tiddlers/HelloThere.tid You'll see an "edit" link at the top right of the text; if you have a GitHub account you can make changes directly in the browser, and submit them for inclusion. It's pretty easy, and I'd *love* to have more help with the documentation...
