Works as you would expect with a simple filter expression:
\define newCheckbox(n_title)
<$checkbox tag="$n_title$"> $n_title$ </$checkbox>
\end
<$list filter="[tag[help]]">
<$macrocall $name="newCheckbox" n_title={{!!title}} />
</$list>
Must be a problem with your filter expression.
