This is a topic that has confused me for a while. Regarding this

I think the second option is not needed. Just take a look to the 
description of the filter Operator :

The *has* filter operator chooses tiddlers from the current list that have 
a non-empty value for the field specified in the operand.

Maybe Jeremy can clarify it.
