As far as I know, TagglyTagging still works perfectly. I've been learning a great deal about how to use it. I don't know how I would achieve the page template/view template combo you're looking for BUT, there are some other ideas.
You may want to check out tbgtd.tiddlyspot.com, and in the toolbar of tiddlers, You'll see "x-plore" click it and it will show you the structure of parent tiddlers in one column (which should include siblings), and the structure of child tiddlers in the next column (and more). One of my favorite plugins, and it's really straightforward to take from there and put into your own. It's related to http://tiddlytools.com/#RelatedTiddlersPlugin. The tagging utilities you're probably looking for are TagSearch (+GotoPlugin and QuickOpenTagPlugin ), NewHereCommand, AutoTaggerPlugin, and IntellitagsPlugin. Also, have a look at http://tiddlytools.com/#ShowSimilarTiddlers, which isn't technically a plugin because you don't need to tag it with systemConfig, but it might as well be, for the functionality it adds. I've discovered that, as an amateur, I need to keep my options open, because there are dozens of ways to get it to do what I REALLY want, so don't get attached to a specific idea for how that Idea might look.
