You did not write it but I suppose you refer to tiddlywiki 5. You should be 
able to set the tiddlers you want to show at startup via ControlPanel, 
Basics tab, Default tiddlers. You will also have to save your tiddlywiki.

Due to the new permaview/permalink you will see all the tiddlers you had 
open, when you refreshed your browser.

The warning you see when trying to edit GettingStarted is a warning you 
will se everytime you try to edit a shadow tiddler. Very often we have to 
edit them to override and get what we want. If you do that and make a 
mistake, delete it, and the shadow tiddler takes over again.
For your purpose I think it is best to create a new tiddler, write what you 
want and put it in Default tiddlers. That way you can have several tiddlers 
listet there if you so wish.
