Actually, your answer is easily applied in TWClassic as well as TW5... the 
minor differences:

1) Put the CSS in the [[StyleSheet]] tiddler rather than tagging a tiddler 
with $:/tags/stylesheet
2a) wrap the <table classname="hovertable">...</table> syntax within 
<html>...</html>
or...
2b) use TWC table syntax with the optional classname specifier: 
|hovertable|k
