Can you explain the context a little more?

System tiddlers are supposed to be generally hidden from view until one
delves into the sidebar lists.

I think you are indeed asking for a separate tags field that you can use
instead of using system tags in the main tags field.

I'd like to understand the motivation here a little more; system tags are
supposed to be the solution to the problem you describe.
