Yes... like this:
{{{ [tag[journal]] +[!sort[created]]}}}
The first term of the filter selects the journal tiddlers. The next term
is then applied to that list. The "!" in front of the sort keyword
indicates decending order, operating on the "created" field. Thus, "most
recent first", as desired.
