What I used was:

<a href="c:\users\richard\documents\mytiddly\stlukeconcertseries.pdf" 
target="blank">Your Link Text</a>

This did not open a new window.  This opened a new tab.  This did not open 
the file.

So I may have another problem with the file name also.  I can try Daniel 
Baird's direction.
