Without TiddlyFox (the Firefox add-on for TW), Firefox is unable to perform
direct local file I/O. When this occurs, TW falls back to use the brower's
built-in "download-and-save" handler to simulate a remote download, which
prompts you to save the file (if you've set your browser to ask, rather
than just saving to the default location). While this interactive process
is somewhat less convenient than direct file I/O, it *does* allow you to
save your changes locally, even without the Firefox add-on.

Of course, if you were in a work environment that allowed you to install
software, there are other alternatives for saving TiddlyWiki documents:

* TiddlyDesktop is a stand-alone application that provides a built-in
embedded browser for viewing and editing TiddlyWiki documents. However,
unlike the security-restrictions imposed by a general-purpose browser,
TiddlyDesktop is permitted to perform local file I/O (limited to the
current folder and sub-folders). TiddlyDesktop is available for Windows,
Mac, and Unix/Linux operating systems.

* Using 'nodejs' (a "browserless" javascript engine), TiddlyWiki5 can run
as a local server (i.e., http://127.0.0.1:8080) that reads/writes tiddler
data from individual files (stored in a sub-folder) and automatically
assembles a working TiddlyWiki5 document that you can access with any web
browser. Changes to tiddlers are written back to the individual files,
which can also be hand-edited externally using any text editor you like.

hope this helps,
enjoy,
