I'm not clear exactly what you mean by "exclude filter". However, in
general, you can "negate" the result of a filter operator by preceding it
by an exclamation mark (!).
Thus,
<$list filter="[tagging[]sort[title]!field:somename[somevalue]]">
{{!!title}}
</$list>
list all tiddlers whose "somename" field does NOT match "somevalue"
