I have come across the same issue and was thinking along the lines of creating plugins to manipulate elements of all fields. After a brief discussion with Jeremy, I concluded that it was necessary only to have one other field that behaves like the 'tags' field for this purpose -- I considered calling this field 'systags'. This behavior of the 'systags' field would be a little easier to replicate than extending tag like behavior to all fields.
