The current behaviour is that dragging a tiddler link into the textarea of a tiddler in edit mode will insert the *content* of the target tiddler, while you are suggesting that it insert the title. The current behaviour is particularly useful when dragging tiddlers outside the TiddlyWiki to another application, but I think the behaviour you propose might well make more sense when dragging a link within the same TiddlyWiki.
