I think it's difficult to see where it starts. You need to look at the tiddler http://tiddlywiki.com/#TableOfContents - this shows the top level list, all those tiddlers on that list are tagged with "TableOfContents". If you click on the first tiddler on that list, "HelloThere" you will find another 'sub' list - and each of those is now tagged with "HelloThere", and so on,
