The link I posted was to the commit record for the changes to the TiddlyWiki repository on GitHub, which causes the changes to be included in the next release, in this case that was 5.0.14 (we're currently on version 5.1.2). You don't need to install the changes manually, you just upgrade your TiddlyWiki to the latest version in the way that is documented on tiddlywiki.com.
