The only ticket I can find that mentions the iPad is this one, which was fixed some time ago: https://github.com/Jermolene/TiddlyWiki5/issues/311 I use TW5 on my iPad (with iOS 7 and 8) all the time, and it works fine for me. As well as using Mobile Safari, I use the TWEdit app for offline editing.
