I am using 5.1.2. and, yes, the same behaviour takes place with a fresh empty download from tiddlywiki.com. Add a new tiddler, Title, tag it with $:/tags/AboveStory, save your wiki and relod it. The Title tiddler flushes out of the screen, totally with Firefox, and almost totally with Chrome.
