Since nobody (with the correct development background) answers you, I'll 
try to do it.
So if I am wrong they have to correct me ;-)

A plugin tiddler contains all the payload tiddlers in JSON format. In View 
mode you see: 'This plugin contains the following shadow tiddlers:' with 
links to the payload tiddlers. In Edit mode you see all payload tiddlers in 
JSON format.
If you import a plugin you will see that the shadow tiddlers are 'empty' 
but after reloading the TW you will see the shadow tiddlers are there. So 
the shadow tiddlers are formed from the payload tiddlers during startup of 
the TW.

That said, you can just delete the plugin. After deletion the shadow 
tiddlers are still there, so reload and and the shadow tiddlers have 
vanished.
