Using the following:

will give you a simple table of contents where the tiddlers tagged toc will 
be the top level of the table of contents, and tiddlers tagged with the 
title of the tiddlers in the top level will be the second level, and so on.

In my Obadiah experimental toc, 

<<toc-expandable 'Table of contents' 'sort[list]'>>

this is an expandable/collapsible table of contents based not on the tag 
toc but on the tag 'Table of contents'. Also, the 'sort[list]'part tells 
the macro to sort not alphabetically but by the order of the tiddlers I put 
in the list field of the tiddler entitled 'Table of contents'.

As for finding plugins, that is a growing issue that Jeremy needs to 
address before it gets out of hand. I think there needs to be a tiddler on 
tiddlywiki.com that lists links to the officially approved plugins. Ideally 
the list should be generated automatically somehow. For TiddlyWiki classic 
I created TiddlyVault, a collection of plugins that I was aware of. It 
would be nice to have an official version for TW5. But I think there will 
always be a large # of unofficial plugins and hacks, and it would be good 
to come up with a central location to be able to find those, too.
