Aside from the plugins on the main site I don't think that it would be easy to maintain a list like that. http://tb5.tiddlyspot.com/#Plugins is probably your best bet unless you want to go find plugins and maintain a dedicated list. As for finding new versions, I think that the plugins on the main site only update when a new version of TW is released. For other plugins I don't know what you could use, it would have to be something updated by the developers and would need some mechanism to alert people of new updates. Unless someone wants to build and then maintain a list showing the current version of all the plugins I don't think that there is any reasonable way to do this now.
