Oh, ok, so the heavyweight is d3... I guess we'd be well advised to install that alongside plugins as a separate global library that can be used by other libraries as well.
What about some official *$:/library/foo* namespace? I think that may be advisable to be reserved for these kinds of global, possibly shared libaries, e.g. vis, d3, jquery, math.js, etc...
