That import feature exists.

To understand how to get create a valid import file, first take a look at 
the export feature...

   1. on tiddlywiki.com, open *Advanced Search* / *Filter* and enter a 
   filter like *[tag[Widgets]]* to get all tiddlers tagging to *Widgets*
   2. click the export button to the right of the input
   3. export the listed tiddlers in a format you think you're able to 
   construct yourself, e.g. json or csv

Now, have a look at that file in either some text editor or that spreadsheet 
application that allows you to create a file like that via 
text-concatenation.

Finally,

   1. construct your import file using a format that suits your needs
   2. save it
   3. drag it from your desktop onto your TiddlyWiki
   4. hit import
