It doesn't work on my other wiki that uses version 5.1.5. I know that there were some changes made to the TOC macros for 5.1.6 so that may be it if you are using one of the older versions. If that is the problem, and you don't want to/can't upgrade, than importing the tiddler $:/core/macros/toc from tiddlywiki.com will hopefully make it work.
Since it is inside a plugin you have to either open the plugin from the plugins part of the options menu or put the text [[$:/core/macros/toc]] in a tiddler and import it from there. I mention this because it took me 20 minutes to figure out where the table of contents macros were defined.
