I am much in favor of this. However, even in your example (

) you will find that you can't scroll the contents further down than the 
page. So, you couldn't bring the very last element up top either.

One way to scroll further "down" could be a padding applied to the bottom 
of the story river that is dynamically set to be always as high as the 
viewport. Currently, this won't work, as the scrolling of a tiddler appears 
to have some "exception" handling, so that it will only scroll into view, 
not to the top, ignoring any bottom padding that would, in fact, allow to 
scroll further.
