Well, I ended up getting angry a the way I was doing it so I switched to using the new prerelease because I can use the iterator variable to let it use lists without having to number any tiddlers. So it works nicely now (not with modals yet, I will see about making a version for that later) but it requires the new prerelease. I don't know when it will be released normally.
Here is the demo: http://ooktech.com/jed/ExampleWikis/ Things are controlled by the Tiddler Gallery Settings tiddler, it should be open by default and in the control panel. You set a tag, everything with that tag is part of the gallery that you can page through. You can pick the way the list is sorted, currently I only put in title and modified for testing, but you can change that by editing the select widget in the 'Tiddler Gallery Settings' tiddler. The settings are also put in a tab in the control panel. The tiddler 'New Tiddler 3' should be the currently open tiddler in the gallery.
