There is one way, and I thought several times about it. You can use tiddlydrive to sync tiddlers from your Google Drive. Then is just a matter of create another Google script that adds emails with certain hastags as tiddlers to your tiddlydrive folder. I have plans to implement this as part of TiddlyDrive. In fact I though about creating a different flavor of tiddlydrive just for this.
