Not a proposal for core or anything, just if you need to e.g make room for
other tabs in sidebar:
title: $:/core/ui/SideBar/OpenRecent
tags: $:/tags/SideBar
text: {{$:/core/ui/SideBar/Open}}{{$:/core/ui/SideBar/Recent}}
caption: Story
...and remove that tag from those two core tiddlers.
Change order of the tags in the list field in core tiddler $:/tags/SideBar
