The documentation at tiddlywiki.com applies to TiddlyWiki5 (the older TiddlyWiki Classic is at http://classic.tiddlywiki.com/). We're working hard to improve the documentation, and would appreciate as much feedback as possible to improve it. In this case I think the confusion is that filters don't do anything on their own; they are used as components of other structures, in this case as part of a macro call. Best wishes Jeremy.
