That is most likely the result of using tabs to display the content. To track which tab is currently open, the <<tabs>> macro stores the title of the tiddler shown that tab into a "state" tiddler. To uniquely identify which tabset is being tracked, a "qualifier" number is generated (based on the location of the tabset in the "parse tree") and appended to the state tracking tiddler's name. Generally, the state tiddler has a name like "$:/state/tab--1231231231".
