The output template for rendering a "static river of tiddlers" is located 
in this shadow tiddler:
   $:/core/templates/exporters/StaticRiver

If you add your <link ...> syntax to that tiddler (within the 
<head>...</head> markers), then it will automatically be included in every 
export, without having to put it into each tiddler individually.
