The tags are just buttons wrapped in <a> elements, which is all handled automatically by the static exporter.
There are some programmer hooks in the static exporter which let me change the links at run time. I run over all the links and remove any spaces (and some other characters( when i generate the site.If you are not a programmmer this might not mean much to you, but in https://github.com/welford/twstaticblog/tree/master/export getexportlink,js and getexportpath,js do this work.
