You probably don't need any plugins for those tasks - You can create a custom "new tiddler" button as explained here http://tiddlywiki.com/#Page%20and%20tiddler%20layout%20customisation - You can use any custom tiddler as view template by tagging it with *$:/tags/ViewTemplate* - You can use any custom tiddler as edit template by tagging it with * $:/tags/EditTemplate*
